He served as Lt. Governor, Arunachal Pradesh from August 1983 to November 1985, and became the first I.P./I.P.S. Officer to be appointed to a Constitutional post. From Nov.1985 to March 1989 he served as a Governor of Sikkim. He was Governor of West Bengal from March 1989 to February 1990 and Governor of Uttar Pradesh from 8th July, 2004 to 27th July, 2009.
